Download the picture here

You draw the outline like this:

Use your paint brush, size 1 and colour #000000

take the magic wand and click on one of the black lines, then go to
 SELECTIONS - Modify- Select Similar
and change the colour of the outline.

I take color  #808080

Deselect all.
With    fill the heart with  #c0c0c0



the magic wand  and select the head of cat  

then Float > Effects > 3D Effects > Cut Out.

 Interior Fill :   #808080
Shadow color :  #c0c0c0
Vertical : 1
Horizontal : 1
Opacity : 100
Blur : 5

 Thengo to Effects and - ADD NOISE
uniform
Noise at 6

DESELECTALL.

the magic wand  and select the all the remainder of the body

 
then Float > Effects > 3D Effects > Cut Out.

 Interior Fill :   #808080
Shadow color :  #c0c0c0
Vertical : 1
Horizontal : 1
Opacity : 100
Blur : 7

 Thengo to Effects and - ADD NOISE

Noise at 6

DESELECT ALL.

We have this:



And with    size 1 the eyes are coloured and one redraw the  whiskers and the nose :
 



 then open a new copy  to make the interior of the ears and the cheeks:

We take  and size 10 and you make the small cheeks of the cat.
 I took color # ff8080, then with the same brush soft sleeping bag cuts 7 this time, to fill the ears
I took this color # ffffc0, here is what you should have :



then select the cheeks and the ears with the magic hand and

BLUR - Gaussian Blur -
 Radius: 1


And with size 1,  to erase what overflows for the cheeks.... and then,
 SELECTIONS > SELECT NONE.
  Layers > Merge > Merge Visible..    for the wiskers reappear

here is you kittie, you can personalised it at your taste and why not put it in a little scene
